Palmetto: effective 11/1/15 no AT/GA billed on same date

Palmetto GBA, administrator of Medicare insurance for CMS, is the first carrier we know of to publicly state that they do not want AT/GA billed on the same date. This new rule goes into effect Nov. 1, 2015. Note: this is Railroad Medicare, too.


Here’s the notice from their website:

Chiropractic Services Submitted with Modifiers AT and GA: Effective November 1, 2015


  • Modifier AT is an indication the Chiropractor is providing active/corrective treatment to treat acute or chronic subluxation.
  • Modifier GA is an indication the Chiropractor may be providing maintenance therapy to the patient. 

Modifiers AT and GA should not be submitted on the same detail line. Effective for dates of service on and after November 1, 2015, if these modifiers are submitted on the same detail line, the service will be rejected. Rejected claims must be resubmitted as new claims.
